Messer, Tuuli

Tuuli Messer is a graduate of the U.S. Merchant Marine Academy at Kings Point, New York, when she earned a BS in marine transportation with an emphasis on petroleum transfer operations. She also holds a law degree from the University of San Francisco School of Law. She has an unlimited master’s license, with sea service aboard tankers, car carriers, RO-ROs, surveillance vessels, semisubmersibles, containerships, and breakbulk ships. Messer teaches in the Marine Transportation Department and is the chair of the Academic Senate at the California Maritime Academy, a campus of California State University.

Messer has served as both navigator and watch officer aboard the training ship Golden Bear and as a deck training officer, overseeing deck department instructors during cruises. As a consultant to various law firms, she provides expert witness testimony on issues involving maritime law. She is also a pollution and safety advisor for a large shipping company and has written articles for various maritime periodicals. In addition, Messer is the author of Master’s Handbook on Ship’s Business, Third Edition.

She is a lieutenant commander in the Naval Reserves, a member of the United States Naval Institute, the National Association of Maritime Educators, and the Admiralty Law Society.
